According to the Federal Reserve, appraisal reviews "should verify whether the appraisal or evaluation is applicable for the transaction, the risk of the transaction, and whether the means by which the collateral valuation is obtained guarantees independence and quality." In addition, they "must announce whether the appraisal or evaluation report is true to the engagement letter, which describes the extent of the appraisal assignment."
